This signs kind of funny to me. You can see that there is dirt around the sign as it appears they are doing some new work around the premises including landscaping.
Yet, if it rains...they don't want people to complain about the mud in the park lot...so even though the meaning of this sign could go different ways...I think they're just telling people at their church..."Don't Complain."
