United 93: 20% played themselves & 31% played on Law & Order

There are 71 cast members for United 93 listed on imdb.com

of those, 14 were playing themselves

also, 22 actors who has appeared on at least one Law & Order episode (Special Victims Unit, Criminal Intent, Prime, Trial By Jury):

Polly Adams
Opal Alladin
Starla Benford
Nancy McDoniel
David Alan Basche
Richard Bekins
Susan Blommaert
Liza Colón-Zayas
Trieste Kelly Dunn
Kate Jennings Grant
Peter Hermann
Marceline Hugot
Joe Jamrog
Becky London
Jodie Lynne McClintock
Tom O'Rourke
John Rothman
Daniel Sauli
Rebecca Schull
Chip Zien
John Moraitis

also, of the 5 casting directors none of them appear to have had anything to do in the past with Law and Order...very interesting?

My open letter to director Paul Greengrass can be found here.

Very interesting about the connection to "Law & Order." Perhaps it might be explained by the fact that actors really want to be on that show (at least SVU), and the show needs good actors.

My roommate's friend was featured in a recent episode and got to do four completely different types of scenes, so he got to show some range. So if you need to see if someone can do lots of things, it's a good place to look.

Regarding your comment on my blog, I agree that many of those movies look horrible. But some I think will be decent to pretty good. How did you find my blog, by the way?

Kudos for pointing out what must surely be the most unique aspect of UNITED 93. I plan on checking your blog regularly...

Shows in the Law & Order franchise are shot in New York, so they draw on New York-based actors for most of the guest roles (especially minor ones). There are fewer actors in New York than Los Angeles. I would guess, therefore, that United 93 used a New York-based casting agency; that by itself would explain why such a high percentage of the cast has appeared on Law & Order at one time or another over the last 16 years.

In addition, I would infer that the producers of United 93 wanted actors that would not be recognizable; you pointed out in your open letter that there are no major film stars in the movie, but it also doesn't have the type of character actor where you say to yourself "oh yeah, I've seen him in a dozen different things but I can only remember two". So they may have deliberately cast stage actors who had done a minimum of TV and film work; Law & Order also casts a lot of stage actors, hence the overlap.
